Behavioral Health Interagency Cooperative

The Behavioral Health Interagency Cooperative has been tasked by the Governor through Executive Order 2011-01 (EO) to: Facilitate the transformation of Idaho's behavioral health system in accordance with the provisions Coordinate interagency efforts regarding substance use disorders Present a status report of its efforts to the Office of the Governor on an annual basis beginning on November 1, 2011 The Cooperative is an implementation body for the Plan for the Transformation of the Behavioral Health System of October, 2010, produced by the Behavioral Health Transformation Workgroup in coordination with stakeholders statewide.

BHIC status summary:  January 27, 2012

The Behavioral Health Interagency Cooperative has reviewed and considered proposed behavioral health structure changes generated by Region 2 and Region 7 stakeholders, and is very grateful for that input. The Cooperative is currently in the process of generating a whitepaper that describes the intent and purpose of proposed changes to that structure in response to the two Region's inputs, and in consideration of the body of recommendations generated by others who have studied Idaho's structure, including the State Legislature, WICHE, and the Behavioral Health Transformation Work Group.  Once the Cooperative produces the white paper, it is the Cooperative's intent to share the proposal with the Regional Mental Health Boards, Resource Advisory Councils, State Mental Health Planning Council, and other Cooperative member stakeholders to discuss the proposal and solicit additional inputs and suggestions.  For more information, please check it at the Cooperative's website at www.bhic.idaho.gov.

Please email your questions and comments to bhic@mail.com.  Questions and comments delivered to this site will be collected on a periodic basis and no less than once per month.  These materials will be submitted to a subcommittee of the Cooperative, who will review the material and present a summary to the full Cooperative for consideration at its subsequent meeting.  That summary and the Cooperative's response will be reflected in the meeting documentation. Frequently Asked Questions will be collected and answers posted and updated on the website on a periodic basis.

Frequently Asked Questions

Executive Order 2011-01, which established the Behavioral Health Interagency Cooperative, identifies its specific membership, and it does not include mental health providers.  The reason for the exclusion was the anticipation that the Cooperative would be intimately involved in developing, refining, and making decisions about provider contract(s).  However, the Cooperative is working to implement a proposed structure for the behavioral health system which specifically includes provider representation on the State Mental Health Behavioral Health Planning Council and the Regional Behavioral Health Community Development Boards.
